Hitch wobble

I bought a motorcycle hitch carrier to carry a bike behind my camp trailer for use in camp or whatever. The carrier worked great but I had clearance issues with the spare tires, so I bought a 12" hitch extention. It came with a anti-wobble bracket that sortof helps, but with what equates to two different joints (extender into trailer hitch, carrier into extention) I still have alot of wobble. I am trying to decide if I should buy an additional anti-wobble bracket, or see if there are other solutions?

Anyone run into similar problems & have a different fix? I've read online about people drilling and tapping the sides of their recievers and adding bolts to tighten things down. I'm wondering if adding steel shims might help as well.

Suggestions?
