What OIL should a youth start on?

The odds they will ever draw in their lifetime is pretty poor... my boy is 12 and while he can put in for OIL's, he wont start building points for 4 more years. I think I'll recommend he put in for cow bison... it seems to be the best odds. Other thoughts? I'm right at the top tier for Moose points, my wife is in the top tier for Mt Goat... so I know how many people are in those pools and how rediculously slow people are moving through. There is no hope any kid could ever draw those.
He's all excited to put in for the utah draw... I just hope he doesnt become frustrated too quick with the process. Luckily we can do some WY pronghorn hunts every few years probably.
